Malefic (card, card, heal) > Malefic (Divination, card) > Malefic (heal, card) > Malefic (card, heal) > ... sticking a 'Throw Card' into one of those brackets isn't adding anything.
If they were GCD skills, then maybe it would make it 'more interesting' instead of just being fluff skills, but then you need to make sure they're worth more than just spamming Malefic, and that's not going to happen for card buffs.
If you could discard a card for more damage than a Malefic, then you'd never use them on players for their damage buff, and if the buff itself was a GCD and gave the other dps more damage than a Malefic, they'd be broken for burst damage during raids.

However, the problem is still that there's functionally no point in Undrawing a card anyway, let alone undrawing it by throwing it at an enemy for some minor damage. If that was an option, it would have to be inferior to using the card as a buff anyway, and then there would still be no point in doing so.
There's simply never any reason to not simply use the card on a dps party member. Even if for some reason you're holding onto an Astrodyne with 3 different seals, it's STILL more efficient to just use that card on a dps for 6% damage on them and lose your tier 3 Astrodyne, than it is to discard that card for a 5% damage buff on your own piddly little Malefics. More efficient still to just use your tier 3 Astrodyne early before you use the card buff.
Yes I agree, it's just that the idea of a card throw is enticing and fits ast quite well. It could still be made into a GCD, akin to a Malefic with a little bit more potency, or a malefic with a 1s cast time. There are things they could do.
