As Epson said, Blast Arrow only becomes available to use once you satisfy a certain requirement during battle - you need to use an existing skill (Apex Arrow) with enough of your Job Gauge filled, and after using that skill it's icon on your hotbar will then automatically turn into Blast Arrow temporarily. It cannot be set by default on it's own on your hotbar.
