I think what OP is referring to is someone pressing 1 GCD, then 4 OCGDs, not between the GCD time like you should but as if they were GCDs themselvesI didn't read the whole thread but I have to ask, is quad weaving really a thing? I don't see how you could fit 4 oGCDs in the 2.5s window with the way animation locks and latency works, unless you somehow ended up with an incredible ping, even then though the animation locks would keep you from getting 4 inside that window.
It’s pretty cut-and-dry details regarding harassment. I would read it again, it doesn’t state that one can’t dismiss someone from a party.
Now, you can’t lie and state a false reason while inside a duty or instance to boot them. Like saying offline while they’re not. SE never liked that from the get-go.
If someone as a PF party leader directly lashed out at you with name calling and such, or made you the butt of a joke to rally others against you and furthered those notions by telling you to “get out” or some such bs, without actually booting you from party (or if they booted you from party after giving you a bunch of crap) that is outlined as a huge no-no in the ToS. You could report that person and receive a quick reply from Support.
We do have that, and it is a terrible tool for the purpose of measuring your own improvement.
I know I am capable of doing my rotation as NIN (for instance) absolutely perfectly and without flaw or misstep when hitting the Stone, Sea, Sky dummies, because I don't have to do anything other than the rotation. I am in no way capable of doing the NIN rotation without missteps and mistakes when also dodging savage-level mechanics.

Aggro has a direct relationship to damage dealt, so you can absolutely just the dps output of the four dps jobs by aggro alone.
It's only the tanks, and sometimes the healers, who are outliers.
A dps single targeting in a pack will be shown in lead on his target, while doing less global damage than the other dps using their aoes on all the mobs. Or you can be killed by your teammates fleeing you when a stack marker appear above your head, and become last on the aggro jauges when ressurected, while still being in lead in dps because you know your rotation and the others not.
Aggro jauges are just that : aggro jauges. Don't mistake them for an accurate description of a player's prowess.

I'm just not understanding what the point of damage meter when you know you have enough dps for those fight and it's only a matter as if you are able to perform while dodging
