That's more or less what I've argued for in the past, yeah.

A personal tool for improving performance, optional and only accessible by yourself, which you can apply to basically any content... and then also a group performance/optimization tool that can be used by the group as a whole, but which is only accessible/present/unlocked/whatever in Savage or Extreme content.
