As you probably fail to consider a tank is one of the higher on aggro but lower in dps…

Tanks should be 1 / 2 dps should be 3 or 4 unless their is major overhealing being done.

Damage equals aggro for dps. Decent way to tell who is doing decent damage is by the aggro table.
