    There's an item on the Old Sharyl GemTrader I want... but have read conflicting things. I understand you need FATEs rank 3 in all EW zones, BUT do I HAVE to also get FATEs rank 3 in all ShB zones as well?

    There is no overlap; you don't need any progression in ShB areas to purchase items in the EW main cities and vice versa.
