If Continuation also adds a mitigation buff, then New Corundum + New Continuation >= Current Corundum. See this reply for the explanation:

Even if they add it people will not use it reason is simple.. we use AOE mostly at trash pulls and we often weave different mitigation skills between AOE: reprisal.. / arms length / aurora.. etc..
Adding a single target damage trigger (even with extra 2.5 sec mitigation) does not make sense because most likely many people will skip it for the healer comfort and proper mitigation (20 second mitigation skills). But.. If they design it as AOE (Hypervelocity AOE) and put reasonable mitigation with reasonable duration.. It might be useful but not worth to loosing HoC

I also read your second suggestion about "Continuation Mitigation" but how SE will implement it or will it be reliable? I am not sure..
I have to start Gnashing Fang... and I must hit Continuation to get buff. I am not sure how much it will be reliable in tank buster situation. Keeping current on demand mitigation (HoC) seems more reliable.
