I'm guessing that the music that currently plays in the low-level areas of La Noscea was originally meant to be Ishgard's BGM. It wasn't originally La Noscea's theme--it was added in patch 1.18. But it was in the alpha soundtrack, and I believe it came right around the Coerthas area theme in the track list.

Anyway, I doubt that it will end up being the Ishgard theme in 2.0. I think we can look forward to a completely new track for that.

Pretty sure this was Ishgard's theme given the majority of cutscenes regarding Ishgardians has this playing.
