Naaaah. The needs of the many are more important. Maybe try to be nicer so you dont make people mad and kick you. Vote kicking is so rare in dungeons. Youd have to be trollin hard or saying some real bad stuff.
Yes. This is why League of Legends doesn't allow parties of 4 to queue for ranked flex mode. A party of 4 can troll one player by refusing to forfeit early and keeping them hostage or by forcing an early surrender.

I've never seen anyone vote dismissed in FF14 for a reason other than being offline or AFK.
Other than in PvP, I've never seen anyone who deserved to be kicked for abusive language - and you can't kick there.
I've never even seen actual trolling inside an instance, unless you count some weird macros.
I've been in a few parties that will obviously never clear due pretty much solely to an overwhelming lack of skill or comprehension on the part of a single player . . . BUT they've always resulted in a vote abandon, or multiple people dropping out on their own. NOT a kick of the poor performer.
Heck, even back in the oh-so-toxic WoW, I got kicked by a party of trolls ... exactly once. Over about 9 years playing vanilla and the first 5 expansions.
If OP isn't just bringing up weird hypotheticals for the sake of forum arguments, I HAVE to assume that THEY are the problem.
Abusing the vote kick is already bannable.
Just grab the names of the rest of the party and report them. If they keep doing it and keep getting reported, they'll be hit with bans...
I've been in premade troll groups.
Where the healer would deliberatly rescue me multiple times into aoe's etc, often killing themself and not me
When that happens I just vote kick myself and report![]()
