The initial craze is dying down but Shiva is still having queues approaching prime times, albiet at 1.7k during peak. Although today at 5:20pm ST, we didn't seem to have a queue, so maybe the craze is over.
I don't think a third center is overkill though, Light got pretty congested on all worlds in the World of Warcraft refugee move and Endwalker saw queues as high as 10k at peak times. I personally think a third data center is well worth the investment.

Sorry but it is not overkill. I guess, the next expansion will be more successful than Endwalker. With a third data center there is more room for future. And the bottleneck of a data center is the login server. The world servers may be fine but if the login server is overloaded then the players still cannot play and get the 2002 error. A third data center will relieve the remainig login servers.
