Reading too much into it. They probably aren't interconnected in a way that makes instant travel easy, like world hopping on the same data center or within datacenters. Fast links would need to be set up between the regions to transfer your character over.

I agree, there's some technical aspects in the background but it's interesting SE is using differences in game economy and values as a reason not to link the regions.

Previously, when World Visit was introduced, SE stated that the economies of the different servers within Data Centres would normalize over time. Yet for Cross Region Data Centre visit, they brought up game economy and values.

Originally Legacy players could only transfer to other legacy servers for the same reason (economy) and housing prices were obscene on legacy servers. I imagine they would want to turn it on for all, and having new DC's get flooded with gil immediately would be a bit of a mess.
