Feels like SE is protecting the JP server markets from being raided by the gaijins.

I agree, there's some technical aspects in the background but it's interesting SE is using differences in game economy and values as a reason not to link the regions.
Previously, when World Visit was introduced, SE stated that the economies of the different servers within Data Centres would normalize over time. Yet for Cross Region Data Centre visit, they brought up game economy and values.

Originally Legacy players could only transfer to other legacy servers for the same reason (economy) and housing prices were obscene on legacy servers.
