If you think a pvp-driven game isn't much different to a pve-driven game then you clearly have not played a pvp-driven game.
And before anyone mentions WoW, it was never a pvp-driven game. It has always been mainly pve.

Just as a reminder:
The OP is suggesting a fundamental change to how the game is being played. So yeah the game would change if pvp would dictate the flow of the game.As the title suggests, SE making 7.0 a pvp driven expansion would really shake up the formula and create many interesting opportunities. First the more practical being that content would have a longer shelf life given it would be more player driven. Also it would make the open world far more interesting by during the boring, one and done zones into moving, contested fronts. They could even do monthly/seasonal rewards and titles for those that control the most land. [...]
A pvp driven expansion does not equate a fundamental change. That is a strawman.

And I did play in vanilla. I was actually quite the pvp fiend back then. Until I discovered raiding and left that behind.
The "drive" of a game is almost definitively fundamental to said game.
I don't think PvP elements or theming would be the worst thing ever -- if done well and leaving the actual, direct combat with other players optional, and that's a hell of a caveat. Heck, the original plan for 1.x actually involved a fair bit of PvP (and is now basically just the warring, Eikon-summoning factions of FF16).
But moving from "PvP is a barely supported afterthought" to "PvP is required and even locks which portions of the economy, and perhaps world, that you may interact with behind factions" would indeed be a fundamental change.
