Or both? The moon could have potential for an instanced housing system some people ask for to be honest. One that isn’t limited to one room size like the apartments.
Sharlayan seems like it could work as a traditional housing area with gardens.
Remember once NPC looking out over to a housing plot happy she got it. I thought yeah sounds relatable with the current in game housing system. Maybe it was just a hint to that, still, why not?

Well, consider how long it's taken to get Ishgard housing. Which, technically, still isn't even released yet.
I hope you're settled in for at least 4 years of waiting. If SE actually decides it's something they want to do.
I want to live at Terncliff more than the moon etc. It was pretty and underused.

You'd likely never get moon housing, since FCs exist, and new players are still allowed to teleport to FC estate (at least they were for Shirogane), and having fresh players being able to teleport to the moon is probably more of a spoiler, or at least stretching suspension of disbelief, beyond what the devs may want to allow...
Actually, the housing district would be underground, somewhere that represents something similar to what the Loporritis thought as life on Etheriys. It'd be a combination of both Sharlayan Labyrinthos and a Smileton dungeon in that case, which would be completely fine since most people would not be able to tell it's underground from the getgo. For there to be a housing district in the first place though, the moon would most likely have to be populated (aka Sharalayn citizens moving to the moon for whatever to construct and create a habitat with the excess resources saved up from the Final Days).
I'd actually love Thavnair instead. It's super colourful and like nothing we have. Sharlayan is a bit too much like Mist, housing-wise, as in on the sea and white houses.
The moment I stepped foot in Thavnair, especially Radz-at-Han I said: I wanna live here. It's the first place that impressed me so much after Kugane, with how vibrant it is.
But honestly like others said: don'tlook forward to new housing areas. We just got Ishgard. Ishgard, an HW area. Ye. Maybe in a good number of years from now.
And if we get something like Loporrit-made-housing, please give us something like the cheese dungeon, very Escher-esque.

We need more housing areas though. At this point in time with the current surge in players, there will NEVER be enough to go around unless we have several housing wards. It should be a priority to make more of them for players to live in. There is no way of sugarcoating it. At the same time each ward strongly needs to have its number of available houses increased.I'd actually love Thavnair instead. It's super colourful and like nothing we have. Every possible housing area needs to be planned and added overtime. Be it Crystarium, Sharlayan, Ratz-At-Han, or hell even unconventional areas like the Doman Enclave, Eulmore, or Idyllshire, it should happen. We are out of houses, and the population is breaking the servers. There's no way Ishgard will ever be enough. It will be filled faster than you can think of, and many will be without.

Adding housing wards (nevermind new areas, which require also design) requires a lot of new servers to be added, as housing taes its own servers. Right now they didn't even add new worlds for the new players to fit in, since they can't (won't?) addnew servers for now, and that's why we're stuck with login queues, crashes and all. I'd say if they soon get around to buying servers, it would first be worlds servers, instance servers etc, and housing servers later with lot lower priorities. And having new worlds ofc also means more housing. We need more housing areas though. Right now it's just too much people per world. But to be honest, it seems that no matter how many wards or areas they add, limited housing always was and always will be a problem, which I think needs bigger solutions than just adding more houses and it's a whole another topic.
