I would love it if I could stop getting The Burn and Amourot halfway done with bewildered first timers. I know I clicked the thing to get them.. but man.. stop leaving newbies stranded.. plz.
I haven't noticed a pattern otherwise.

WHERE IS THIS KETTLE EVERYONE KEEPS INTRODUCING ME TO?

if i queue in a group i usually get satasha but soloq'ing as a tank usually puts me in tower of babil, and solo dps q usually puts me in malikah's well
Let's try to remember that DF doesn't care if all 4 people are lvl 90 and will put them in sastasha.
Truly random numbers have far more streaks in them that people expect.
Doesn't mean their RNG isn't broken, at least in a few places. Something is CLEARLY wrong with the quick ventures at least, as my entire FC personal room of Stuffed Bom Bokos will attest.

Prettymuch, and that further skews the balance overall towards low dungeons, because you have zero chance of getting the Aitiascope at level 16 but a chance of Sastasha (and every other low-level dungeon) at 90.
That said, it feels like there's a reasonable chance of getting pulled into high-level dungeons when you're a high-levelled DPS.
Also, the higher you are, the more likely you are to jump the queue if you're needed to fill a spot in a high dungeon, so (if you have the time) you could potentially try to game the system by pulling out and requeuing if you're very close to the front of the queue.

Random is random, and randomness also involves a chance of getting the same thing over and over.
Also remember, more people might be farming a certain instance for whatever reason and that gets roulette people put in there.
I had a streak where every day I kept getting Mt Gulg in levelling, Ridorana in alliance, and 9for a much longer time and it's still happening) E12 in normal raids. For the latest, when we wrote in chat something like "why is it always this one?" other people in party said they also just kept getting it over and over. So we asked if somebody was farming it, and someone else said they were indeed spamming it cause farming the card. It could be that others are doing something similar, or just sometimes RNG being a jerk.

So roulettes are not random or shuffled actually.
Copperbell mine becomes more common when an influx of people are leveling lower jobs
This includes new sprouts as well as people shifting to one of the starters
Because playstyles cluster at certain points and spread out at others, you get a lot of runs in Copperbell but most of those players will not hit Haukke Manor at the same time. Arum Vale used and Dzemael used to be major cluster points when 42-50 was a major sprint across all classes.
Another thing to note is that some dungeons are unlocked outside of the MSQ. This wont just effect how many people can get them in roulette; you have to have 4 compatible classes on 4 compatible players. Sometimes the DF is going to iterate through lists of dungeons to find compatibilities with you and 3 (or 7) others. Because of how that search is trying to be 'optimistic' and get you matched, it wont necessarily be like actual roulette (random).
Even further, the dungeons all produce different items and rewards. The distribution of such rewards across your datacenter is considered in weighting the DF's preference toward certain dungeons. This ensures a number of things, but especially is involved with bringing enough balance to the market board and crafting to ensure players of a certain level can obtain gear within a reasonable amount of time. For example if there are 500 Lv 19 Paladins this month and 25000 active Lv33 dragoons, dungeons will shift a bit to make supply meet with demand better.
You can see things like this especially near patch and expansion days. You see a lot more Castrum in MSQ roulette near expansions.
The DF algorithm doesn't seem know if you need story progression, XP or tomes (though it could..) and that introduces some other biasing to the shuffle.
========
All that said, I hope someone has mentioned the Duty Finder's settings button to you before.
You can at least tell it to give you leveling roulettes close to your level

The roulette will be random if all other things are equal and you're with a full party of people who queued via the roulette, rather than getting pulled from the queue to fill a spot for someone queuing directly for a dungeon.
