"80%" of any given outfit (plus jewellery) is entirely wearable by Viera and quite likely to look good on them.
And then there's maybe a 50/50 chance of getting a hat which doesn't work or some other kind of headpiece (even sometimes a hat) which does work.

It's an outfit that costs IRL money. It shouldn't be rocket science that people who buy said outfit want to be able to use the entirety of that outfit, not just 80% of it. Regardless of how good outfits look on Viera/Hrothgar, they should be able to wear them, just like all the other races.
I don't even like the outfit that comes with the hat and would settle for the one that doesn't. But this ain't about me, it's about the bad precedes that SE sets, one in which they can exclude races from certain outfits and remove racial features. The hat removes Miquo'te ears as well, it's just bad quality. The hat only though cause the rest of the outfit is good, but I do not support this so I am not going to buy it.

Mostly necklaces and earrings, which can complement glamours really nicely if you pick the right ones. There are also some nice bracelets but the can be hard to work with around sleeves.
My Viera tends to use the flower earrings in coordinating colours with his outfit. It lets me add an extra splash of colour higher up on the outfit.
For examples with my Viera:

They're not a structurally huge part of the outfit, which it why I mentioned them only as an aside, but I still think it can make a difference to the outfit if you find the right ones that look good with it. Even the simple hoop earrings from ARR come in a few striking colour versions – the red Manderville earrings are great, and there's a cyan blue version that can look good paired with techy gear that has the same glow.

The person I was quoting isn't talking about the purchased outfits, they're claiming that 80% of "crafted, tomes, savage, and dungeons" gear is unequippable on their character.
Yeah and it's true, the vast majority of new outfits that get released have no equippable headgear for viera or hroth. The outfits are designed with the headgear in mind, people want to use the headgear. Coming into a thread where people are rightfully upset that their race is being treated as an afterthought by SE when they create new content by claiming that "Actually you can wear earrings instead" or that there are a small number of headgear that work with the race doesn't change any of that. I want to be able to use the new gear, I want to be able to wear the FULL AF gear. I want to be able to use the full dungeon gear and the full raid gear I don't want to be told "Wait until 7.0" or "Just Fantasia" for the 100th time by someone who only plays viera on alt characters.

And I did a quick mental skim of what we can and can't equip to Viera in terms of Endwalker gear, and as far as I can remember there's actually a pretty generous number of circlets and equippables.
I have a Viera. I posted pictures of him above. He's not my only character but that doesn't make his glamour less important to me, and I do recognise that it's frustrating, but saying that "we can't use 80% of what we see shown off in the live letter" is exaggeration plain and simple. 80% of what we see shown off isn't even headgear. And even if I did focus on headgear instead of getting excited over the other pieces, there would still be things to get excited about for him specifically.
