The most likely outcome is actually the opposite: that they won't. That said, if female Hroths can wear hats, then it'd be likely males will be able too. At least, I don't think there's anything male Viera can wear that females can't, is there?If Female Hrothgar come out in Dawntrail and are able to use headgear based on feedback, but Viera and Male Hrothgar are still unable to use them I think I'm going to be genuinely upset.
Given the current direction wtih headgear, this seems to be a real posibility which is scary.

Probably because a lot of people do not want this to be the solution. If they adapted headgear by simply turning every race with weird ears into a Hyur many players of those races would be up in arms. There is already a fair amount of upset about Miq'ote ears getting entirely covered by a lot of recent headgear. Similarly some people hate the ear socks and like you would rather they always get squashed by headgear. So who do they listen to? You or them?
In other news I'm seeing some comments around that an examination of this patch's data by the Viera/Hrothgar hat modder seems to suggest there is evidence of work starting to be done to adapt headgear to Viera. The new hairstyle is flagged for hat hair from the get-go on them which has never happened before, and it's not a mistake because Hrothgar don't have the same flag. Obviously there's nothing to say this is coming in 7.0 because it seems like the work has just started, but it is something so I thought I would mention it.

There is a lot of time between now and Dawntrail. Evidence of work in this department being done at all does imply to me that they will be somewhere with it by the time 7.0 launches. Now, like you I expect it will be done in batches every major patch just like how they handled hairstyles in Endwalker, but I expect every "new" item will function starting from 7.0 onward while they work backwards to adapt a batch of older currently non-functioning items every patch. They started adapting hairstyles to Viera before Hrothgar as well so I don't really think it is odd, just disappointing. I will hold out hope that both will get simultaneous updates but truthfully I'm not confident in this.

Hrothgar are still oddities hairstyle-wise – going from some discussion I read here when Hrothgar hairstyle-switching had just been implemented, they're still handled in the background as different faces/heads with integrated hairstyles, rather than the hairstyle as a separate thing added to the head later. That (I speculate) might mean that the thing that triggers the hairstyle to change when a hat is applied, may not have access to change the hair model as for other races because it's not actually a hairstyle at that programming level.

I know that at some point they stopped cutting those ear holes into the Viera hairstyles like they used to, so hopefully they're also working on a better long-term solution for Hrothgar in conjunction with female Hrothgar then.
Good point. Another case where clearly extra work needs to be done on Hrothgar compared to Viera so we should expect them to continue staggering updates. They're probably making female Hrothgar without these problems the same way they made male Viera exempt from female Viera's limitations from the get-go, but we can probably expect simultaneous updates for both male and female Hrothgar regardless.
