Three of the current Raijins = 1680 potency over three gcds. You now have three additional free gcds to do an extra melee combo for an additional 900 potency, bringing your total to 2580 potency. You also gain 10 additional Ninki, which is an extra Bhavacakra every five Raijins.

The new raiju ends up adding higher DPS, because buffed Raiju dmg combined with an average of 300 potency spinning edge combo, is higher, than the previously weaker raiju combo.
Its that simple and there isnt anything else to it. it also has nothing to do with mudras or their "resources" whatever the feck that is supposed to mean.
