DCUO is suffering from this right now. By default they use to have unsync on naturally for older content, which allowed them to blow through stuff for feat points. Now everything has been stat clamped and runs that could be done in 10 or so minutes are back to taking easily 40 to an hour, along with the inclusion of people immediately leaving if the content they queued for is deemed too difficult or they outright fail.
