FFXIV stuck at 15-20 FPS until PC Restart

I got a new CPU and motherboard in my PC recently and have been having an issue with FFXIV and only FFXIV.

So when I start up my computer for the first time each day I have been having an issue for the past week. When I start FFXIV, it will be stuck at about 15-20 FPS. After restarting my computer it usually is fine, though sometimes I need to restart it a few times. Then it will be fine for the rest of the day, even if I close the game and get back on the game later. It seems to be the only game doing this too.

Everything I've found on similar issues hasn't really been the same problem since mine fixes on restarts and the fixes for those similar issues didn't seem to work.

I can still play the game fine, it's just really annoying having to restart my computer anywhere from 1 to 5 times when I first get on it in the day, and I'm hoping that someone could help me fix this

Did you update your drivers? or even tried a clean install.

Hey, if you have installed Citrix then uninstall it. This causes very often such performance reduction.

Do you use two monitors? I know for me with gsync I had limit frame rate when screen is inactive checked and sometimes when clicking back over to my main screen the game would get confused and cap itself at weird frame rates until I restarted the game.
