Not untrue, but still untrue because there's currently a queue with the number of people playing the game for subscribed players. At the same time, not all subscribed players are in Endwalker yet. Content is still "new" for people who haven't finished all recent content (and new players join FFXIV all the time, consider how often I get Duty Finder's "first time bonus" for a person doing the duty for the first time). Then, even if less people play, there will always be the free trial players who join, as well as all the people who are trying FFXIV on the free trial. These people cannot login while there's a queue, but just because there will be less people, doesn't mean the game won't be any less full unless it's on non-peak hours.

Just look at how full the worlds were in ShB expansion, a couple months before Endwalker release. Naturally, this problem will persist even if they didn't add new content until their servers expand. Sure the queue might end up being shorter because there might be less subscribed players logging in, but it's erroneous to assume the worlds won't be full and there will be less people online such that you no longer have to wait on queue.
