Even mini ifrit and mini garuda require no actual strategy. It is utterly pointless to increase the exp curve unless they add meaningful content. Making it take longer just for the hell of it is just lame. There needs to be something there first to justify it, otherwise its just a time-sink and a grindfest.
I second that, I believe getting to 50 is just an obstacle to get you to at least know your jobs moves. Learning is required in order to do anything of high difficultly, so it comes with time.

On another note, even though I didn't really do it, I saw the exploit for Garuda as fun. People, including me and my LS, spend so much time at CC and AV, that it is just nice to be able to get something good for a change. How many 25 min runs without any drops can a person take?

Also, I think botting is less prominent than you think. People sit there and press enter, and anything of high quality is done specifically by hand in order to get something nice, hence the new weapons needing HQ.

I don't understand about this whole "people who come in at 2.0 will be at a huge disadvantage because people actually stayed while the game was getting on its feet," or whatever you said. I'd also say that 8 man is nice, because it actually makes people work together, thus increasing the difficulty, lesser or greater amounts will come eventually.

One last thing, I've never heard this before "but if people didn't exploit this game would suck"
