Why does this game still cater to exploiters and cheaters?

Why does this game still allow the exploits, bots, etc, to continue?

My guess is because it went something like this...

Concerned dude: Director, they are exploiting the crap out of our bugs, should we ban them?

Director: Hmm, let me see... carry the one.... Hmm, if we banned them, the game would die. It appears most of the players have exploited something in this game at one point or another. Banning them now would cause us to lose even more money so...No, let them have their exploits for now; in exchange we take their monies. ^^/$

Concerned dude: wow, so in the end it's all about the monies? :O
