Why does this game still cater to exploiters and cheaters?

So the main question i'm asking (and this is a question, not an argument):
Why does this game still allow the exploits, bots, etc, to continue? If there was an exploit like the blm thing in FFXI they usually fixed it within a few days and often banned people. Here, everyone openly rushes to exploit the game before its fixed. How is that sustainable in a competitive gaming environment when you are trying to attract 1000s of new people? Or is FFXIV supposed to be the new diablo 2 open battle net?

And Hiir. If SE doesnt not have some serious success with 2.0 this game will either get shut down or never have an expansion. What incentive would anyone have to join a re-designed 1/10 game where they will have to work for years to catch up with people. And then when they realize they can make 300k a day while players who botted a year ago have 300mil, why would they stay?

I kept typing things to argue your arguments(yes, that is what it is, you can argue with a question, specially the way your post came off), but then I realized you would probably just re-post that 90% of the people on forums are just bots getting up post counts and that it is unfair to new players.

1+ years ago when players with ZERO game skill were making easy fortunes selling crab bow +3's at a time when 50 crafts were not so prevalent I can understand the frustration. Now... who cares? Botters aren't worth celebrating and throwing a national holiday for but I don't exactly lose any sleep over them, either. There's an abundance of 50 crafters and 50 gatherers now where making huge fortunes in the current market requires some intelligence and market foresight and not just a bot program. The wealthiest player I know makes his money on a keen understanding of the market.

And manaburning Garuda? Who cares?

The relaunch of 2.0 is fast approaching and if this game is going to be worth playing long term its content will be such that nobody will care in the slightest that someone who couldn't beat Garuda through all her phases has a Garuda primal weapon because of a BLM burn.
Do you honestly believe if Odin and other high level open world HNMs are released that people are going to be judged on how many Garuda weapons they have? People incapable of defeating something like Garuda without an `exploit` will be back at the back of the line with capable and skilled players dominating their servers.

Capable and skilled players, not fish-bots, craft-bots, and "Garuda exploiters".
If you're worried about people being propelled into FFXIV super stardom because they got a Garuda wand from a BLM burn let me put your little heart at ease.
