Why does this game still cater to exploiters and cheaters?

All I'm saying is i have 47mil and I don't use 1gil from it unless i need arrows just because the economy is so [InsertFbomb] unstable.

This is something I hate.

In FFXI one of the BEST things they kept current was the usefulness of gear. Even YEARS later the CoP ring was still good. Almost every new item they included in the game was only a slight upgrade or just a powerful sidegrade. Very rarely did hard to obtain lewt become obsolete. Now in this game I am so turned off from the idea of spending more then 500k on something because every other patch they turn everything upside down again.

I agree with a lot of points you make but I refuse to see PL'ing as an exploit. I mean, I haven't found a way to have someone PL me while I am afk, I still have to run around and aggro mobs and then have my PL kill them. Honestly speaking, if you want to discourage PL'ing, make being the other levels that aren't 49 and 50 entertaining and fun. Instead, even on your own solo, you can level through the first 30 levels so fast there is literally no point in buying gear or doing anything to customize your character because your not going to be low level long enough to need it.

The rate of leveling in this game is a broken joke right now and has been since launch. I don't think grinding is the answer necessarly, or that time ='s toughness, but as it stands now, levels 1-3 materia are a pointless joke, and anyone that wants to get a PL to skip through the redundancy of being low level in 5 mins instead of 10 makes total sense to me. Maybe reduce the xp you get for killing mobs at low levels and increase the number of quests that require 2-6 people to do and then increase how much xp you get for doing them. Gives us things that make being level 25 interesting beside Toto-Rak, which in of itself is pretty bland.

PLing isnt an explot, and neither is ALOT of things people claim are

people just do not know the meaning of the word, they call anything they see as something they dont agree with as:
a) trolling
b) cheating
c) exploiting
d) retarded
e) insert other insults they usualy throw out when they dont like something or dont agree with it

exploiting in game terms is pretty much abusing game mechanics that are bugged or not working as intended and against the rules

Is PLing exploiting? no it isnt because its within the rules of the game, and doesnt abuse any bugs and such
Was garuda being burned down before using his ability an explot? No it wasnt, that was a mistake on the devs end because they didnt think people would out dps the timer. now if there was a way to circumvent it still, then it probly would be an exploit.

stuff like being able to kill bosses without ever engaging them, is an explot
being able to retake faction leves over and over again without spending faction points on them...exploit

Hmmm pretty sure Yoshida clearly stated that burning garuda down before she could Aerial Blast was because of a mechanic of the fight not working as intended.

In regards to the video, this is occurring due to the fact that the remaining HP percentage check is not being processed at the time of Garuda’s AI phase change. We are currently looking into fixing this.

It might have been an oversight by the developers and yes they quite clearly said they wouldn't punish people for the exploit, but they stated it wasn't the intended way to do the fight and yet people still abused it even after they were told it wasn't intended.

So either you yourself do not understand your own meaning of the word exploit or you basically just contradicted yourself.

The developers basically decide what is an exploit and what isn't, if its not the intended way to do something and is against the rules they will fix it, which surprisingly enough is exactly what happened to the garuda exploit.
