Honestly? It makes perfectly logical sense for this to be the case. Raiding is a niche activity. The overwhelming majority of the game's population will never touch a single raid in their entire life with the game. That they would focus more on things that everyone will see and do rather than the stuff that only a tiny fraction of the player base will see seems obvious to me.

Players eventually do unsynced raids for glamour and mounts. In reality is content that everyone will use at some point.
