They already made buttons on a charge system that transform into other buttons. Check out NIN's Ninjustu.

The action system can do lots of things. At this point it's basically never "it's probably too hard to code" an action a particular way; if something in the action system doesn't work the way we'd like, the way we'd like is possible but they made a deliberate choice not to make it work that way. And indeed, Draw and Play used to be the same button but they deliberately chose to change them to separate buttons. That Draw didn't have charges at the time that Draw and Play were the same button is probably not important; an action with 2 charges and a 30s cooldown is really just an action with a 60s cooldown that the interface makes it look like it has a 30s cooldown and 2 charges.I think you're overestimating how difficult this would be. The game has plenty of examples of action mechanics that can be applied to this.
- Actions can grant a status effect.
- Actions can silently upgrade while under the effect of a status (Fire) or after satisfying some condition (Wheeling Thrust, Fang and Claw).
- Actions can explicitly upgrade to other actions while under the effect of a status (Raiden Thrust).
- Actions with different cooldowns can share a button (Geirskogul & Nastrond).
- Actions with different types can share a button (Standard Step & Standard Finish).
- Actions of a type other than Weaponskill can trigger the cooldown of weaponskills (DNC steps and NIN jutsus).

Would definitely like to see it become one button. Wouldn't mind seeing more buttons go away on AST. I play on controller and playing AST is painful right now. Playing Sage is a breeze in comparison.
