It's an inelegant solution but I guess they decided it made more sense to add faces than to rework the system. If they really want to continue down that road the right thing to do would be to duplicate all the male faces of most races with stubble variations.

For me personally I want more scar options, especially for female character. It would also be nice to have fangs on my Sun Seeker. As someone mentioned another obvious option is Au Ra horns/face combinations. I mean let's just give everyone 50-100 face options rather than put in the effort to make a better system.
