If it doesn't affect you, there's no real reason to care about what other people are doing. Mods, by and large, are just there to alter aesthetics to what someone prefers without impacting others' experiences in the game. Pretty harmless.

The line for things tends to be drawn where they start to affect other players, ie: automation of gameplay, botting, speedhacking, floating characters around where they shouldn't be, etc... which, are all gameplay related.

That, and SE doesn't have the authority to "open mods" on the Playstation platform, that'd be Sony and when it comes to the extensive review process for patches to titles hosted on Playstation, it'd be such a logistical nightmare for non-developer individuals to actually do it that basically no one would, defeating the purpose entirely.
