Ive met some people on my NA alt who do ledge sitting in limsa as a big group publicly since like 2017 or so, to this day they still play, ud expect with how pissy people get theyd get reported a lot but nothing in years for them.
As long as they dont harm others and such SE could easily brush it aside.

There's also the possibility that they've glitched themselves on using ingame methods. Which is possible.
