Cannot gather lvl 90 treasure maps from Endwalker zone (EW zone names in message)

Steps:
Gathering from level 90 mining/botany nodes in Elpis with an open map allowance will not yield either of the lvl 90 treasure maps, including after using Luck of the Pioneer/Luck of the Mountaneer to display the hidden contents of nodes. However, in the next zone (Ultima Thule), treasure maps spawn very frequently with an open map allowance. I'm not sure if this is relevant information but my stats at the time of gathering were 2935 gathering/2995 perception/801 gp
