RDM should get a slight nerf

If phoenix heal doesn't count as utility because healing is easy, then shouldn't Magick Barrier not count as utility for the same exact reason?

Simpler question: Would you rather have a Phoenix heal (700 potency total, at a 100-potency tickle per tick) of forced rotational timing or 10s 10% raidwide mitigation with a minor healing bonus effect?

I don't think RDM really needs any adjustments it seems like the only job that they got right
MNK and RPR need to be toned down and just about everything else but RDM (maybe bard) needs to be brought up a little

That seems quite reasonable. Balancing towards the jobs whose rDPS is already ahead of RDM, accounting for non-rDPS utility, seems like it could lead to power creep. Where BLM and RDM are already at is likely a better target.
