Collect action not learned at level 50?

I'm level 63 fishing and have done all the class quests, yet the Collect action is still greyed out and says "Action not yet learned".

Everything I can google says it's automatically learned when you level, so I'm at a total loss.

How do I put in a support ticket to get the attention of the right people? I don't think this is a game bug, it's a me bug, but that's not really an option when creating a ticket.

Unlock

Players can unlock Collectables as a system by completing the level 50 quest Inscrutable Tastes. Players can start the quest by talking to Morgayne in Foundation (X:10.1 Y:10.4).
