So, for this player, essentially a third party tool is creating a barrier for access. Isn't that the whole problem with parsing tools the developers wanted to avoid?

A static group requiring parse logs is a long way away from using a parser to harmlessly monitor your own performance for the purpose of self-improvement.
It's the nature of MMOs that groups that want a certain type of player will always have some way to filter. For groups like this if it wasn't logs it'd be "please upload a video of you clearing this fight, so we can see if you know your rotation" or checking people's lodestones for gear/achievements. Getting rid of parsing would just kill off a lot of the raid scene (considering how many people literally only login after getting their gear just to try and improve their own numbers for fun since they don't have anything else to do after that) while not actually doing anything to remove barriers to entry.

That said I've literally seen a pf listing requiring certain DPS like twice in 6 years of playing, and statics have the right by definition to filter applicants based on what they are looking for
