That would be a terrible waste of potential because the devs are really good at making challenging content. The game can have something for everyone and saying raiders should not be catered to is not only ignorant of the content we do get but also a needless black and white approach. If the game wasnt designed for raiders we would not have savage at all. I think you are understimating how many people try out savage.
I saw some data from a year ago that states almost a quarter of all max level players global at the time had a non echo e5s clear logged, going down to around 13% for e8s. Considerably higher numbers when looking just at the JP DCs, which in my assumption are very important to the devs.
