Character Configuration Option for Positionals

So don't do positionals and accept the DPS penalty.

Considering that penalty is minimum, it's been said again and again that keeping uptime is far more valuable that holding a GCD for 0.05 seconds to get the positionnal.
The penalty is ridiculously low, you can actually ignore positionnals and perform very well.
