I believe it was stated somewhere that they considered a romance system as part of the Trusts in Shadowbringers, but ultimately decided that it would be too complicated to write around and too important to ignore, so they had to shelve it. Doesn't stop plenty of NPCs from being pretty blatantly WoLsexual, though.
