Can't visit Kugane Residential District(s)

1. For some reason I am not able to visit Shirogane via Aetheryte Crystal. When I go to click on a plot to visit it only gives me the "cancel" option and never visit/travel. Also there's no blue quests to be found from the NPC Tsurubami because I've already finished SB (I'm about to start Endwalker content). I could have sworn I remember doing the unlock quest. My friends who started around the same time can visit but not me. Its really weird. Any ideas for whats going on? Thank you.
