I remember in a WoW expansion they did something like this with stat compress, you just roll over everything.
If you don't want to balance and make low level rolls fun, the easy way out for SE is to block skills by level.
But as many say, it's completely anti-fun for HL.
This said, between trying to make it fun by doing compressed stats and compressed skills, I'd rather they did the actual expansion content.
(And even if SE did that, they'd have to rework the boss mechanics, because there's nothing less interesting for those who have tasted the other expansions than the ARR bosses, there's Zero strategy or so, compare to ShB/Endwalker, maybe Stormblood, but it didn't really stand out to me.)
Since it's never going to be a remake like WoW and its Cataclysm expansion to make FFXIV fun from ARR to Heavensward anyway. And the free trial until the end of Heavensward goes in that direction. Our game is boring low level, what to do? Let those who have survived ARR, our first expansion, test it out, which is in the hearts of some as the best expansion. I personally don't agree on this point, Heavensward is okey, but that's it.

I don't get the balance reason. Dungeons are not challenging. We already steamroll everything and people pull wall to wall. There is no balance that needs protecting. All I personally see is boring dungeons that force me to use the more boring side of my abilities while locking the cool ones because reasons. With my full kit I could at least practice.
