Steps:
1. Cast Hell's Egress/Ingress towards a downward slope/lower elevation point causing character to end up on lower elevation from initial cast.
2. Threshhold is highlighted but unable to cast due to lower elevation, range does not matter from threshhold point unless on equal or higher elevation from initial cast
3. Gain similar elevation through jumping then Threshhold is castable again

Sometimes this behavior is wrong and sometimes it's not. In re: slopes, yes, you should be allowed to Regress to your Threshold.

But for strict drops, no. No other movement action lets you get anywhere that would require a jump, whether it is over a gap or up a cliff. That's why when you Xgress near a ledge, you immediately appear at the bottom of the drop. Not allowing you to Regress back up a continuous slope is probably just lazy checking in the algorithm that is meant to prevent you from teleporting back up a cliff.
