I severely doubt they went "lets give it big damage: so others will try itI think the issue is Shadow/Whorl of Death. This is 300/100 potency x 10%. Add that to your total potency over full rotation and you get big damage.
For Arcane Circle, I just use that to beef up my enshroud phase and it just so happens others benefit from that.
Naturally it's a brand new job and I guess Yoshida wanted everyone to try it so he gave it big attractable damage.
I don't see that many RPRs like before though and it's not without its problems (animation lock on attacks when you try to use ingress/egress/regress right after).
maximum edge melee DPS wouldn't need any help in that regard
just glad it is borked and can easily be adjusted unlike SB SAM who underperformed the entire expansion.

I think it's perfectly reasonable theory they rather risk overtuning a new shiny job and fixing it later, than undertuning it and leave it with a reputation as a a weak job. First impressions matter and all.
I don't think they intentionally made it OP, but if you aren't quite sure the balancing will work like you intended in practice, it's smart to lean more in that direction.

I think the reality is covid and their shift to work from home caused balance to be all over the place right now and a general mess, so it doesn't surprise me it looks the way it does. Here's hoping since they have been settled in to their new workflows that they have a good balance figured out for the likely balance patch in 6.05.
Covid what? You're saying it as if this was a special case for XIV's balance. Does nobody remember SHB launch anymore? MNK being way ahead of everyone else, NIN being completely garbo, phys ranged as a whole being so bad not even the 1% main stat buff was worth taking them? This isn't new, dps balance being pretty bad is par for the course with expansion release. They will probably get it in an okay-ish place before second raid tier, as they usually do.
