If you are interested in doing a tribute game with an IP you don't own, this Youtube video has some excellent advice about how to proceed with it: https://www.youtube.com/watch?v=hqwP6uuYOWo

Look up "Final Fantasy: Legend of Balance" - which is a genuinely very good FF14 RPGMaker game.
... which came out in 2016, so a lot of it is actually roasting 1.0 and FF11, though there's elements of ARR as well, and an original story.

Did not get cease and desisted, despite being featured on RPGMaker.net.

Yep. If it's just a fan project, especially one for fun and sharing with a few friends (if you're even planning to share it at all), SE isn't going to care. They're not going to beat down your door and shove a cease and desist letter in your face. They're really only going to care if you start publicizing it, if you clearly just ripped their content like art assets/music, or if you start trying to make money off of it.

General rule of thumb; if you have to ask, then you probably shouldn't.

Ps. As stated above, if you're using any copy written material you open yourself up to a lawsuit. Even if you think what you're doing is harmless.

RPG Maker is still a thing? Yes, you can use assets for your own personal things but you can't legally distribute it / call it your own. Everyone uses copyrighted assets for RPG Maker, ever since RPG Maker 95 but they are just fan games and not intended for distribution but educational purposes. SE lawyers might disagree but I've never seen any fangame end up in legal trouble with SE. Nintendo on the other hand.... lol
