It's been like this since Bozja/Zadnor was introduced, so I doubt it.
Please fix this REALLY annoying and unfair for people who wants to chill when there too groups going for fates ....
I always found that there were a few skirmishes that I just didn't even bother going for because I knew they'd finish before I even reached them. I ended up staying in a single zone rather than trying to do everything on the entire map and once you are there for a little while you sort of get the flow of which skirmishes are going to pop in what order so you can sort of pre-travel. The biggest suggestion I could make is to try to get into a group, even if you have to make one yourself. It's much easier to get credit for a skirmish that way and Bozja skirmishes don't really do much for defined group/role play anyway so you don't really have to worry about playing with others as much as might elsewhere.
So, that said, yeah, some of the skirmishes do finish stupid fast and I doubt they'll change it. You sort of have to plan around it as best you can.

Join a group and hit 1 enemy once and you'll get credit. Solo is going to be a struggle at peak times. Typically all you need to do is shout and ask for an invite and you'll get one immediately.
The whole design of Bozja is farming Fates, and farming is something people want to do as quickly as possible.
Just be faster lol.
Never really had issues solo on any job even when it's mobbed. I do however always have an essence active. The larger problem I run into is when the zone suddenly drops to about 15 ppl from 70 and the fates are still scaled for 70 ppl.
I'd recommend to just stick to one zone specifically instead of running all over the map. Like in zadnor, for example, people usually run zone 3 and it's much faster that way. Oh and yeah, group up with some people. It's easier to tell where they're going to next and follow them.
