I read some of the thread and while I would agree seal gains need balancing.
Maybe even increasing (to 15 a leve?) I think the GC items should remain something that takes time to get.
But I actually think I would simply prefer to see many more and interesting leve's, and ways to gain seals.
The 15mins stand on the spot bored leve's removed or changed.
Maybe more something like
- Escort mission (npc runs from treespeak to EM/hamlet but actually fights with you not just standing still.
- Joining the fight against the Imperials attacking = seals per mob killed. (~level mobs only though)
- Stopping local beast tribe attacking/doing something
(several waves over 5-10mins 1min cooldown between waves all waves must be defeated within 10mins)
- Caravan chocobo hunt, ones done a runner hunt it down before it dies (your just given a direction and a time limit)
All of the ideas above could have almost random amounts or types of mobs (area appropriate) , several routes for some meaning it would provide more fun then the simple leve's we have atm.
If its only a change to 15 minutes from entry before you can re-enter... then... what real impact does this have? Were people perhaps trying just for the first couple of chests and re-entering right away?
We need a way to select the grand company leve, now that we can earn more seals we need to not get stuck with the one that requires us to wait around for 15 minutes while killing mobs. It takes at least 2x as long to earn the same amount of seals with these leves. Drop them, let us choose, or increase the seal value for that type!
One tip I can give to people doing company leves is to pick up 4 leves for the camp you are going to. If the company leve vendor offers a non /poke leve, do a normal one. This resets what he has to offer. Not perfect and it uses up leve allowances on normal leves but it helps with getting decent leves.

In the interests of balance, I just want to note that the lv20 chocobo caravan gives out twice as many seals as the level40 GCleves and can be solo'd just as easily if not easier.
Low level caravans give 200. High level GC leves give 240 (assuming 5 stars and decent performance). So... yeah.
I just got 375 seals from the last caravan I did ... and these are level 25-30 mobs we're talking about. A 5 star leve you have to fight lv52.
Considering the effort required vs. reward, it's a little unbalanced.
