Even the devs know better than to inflict upon us the suffering of doing coils with casuals.
Because they barely had the inception of a 2-tier difficulty back then, outside of the second coil savage which was even then just a 1-time thing for second coil, so they didn't really have the distinction between Normal/Savage, so really the difficulties were all over the place.

Taking into account that 'normal' mode as you so gleefully put it only had a normal mode counterpart, and said counterpart was the route in which you would obtain best-in-slot, not only that was also more challenging than Extreme. it's not really a difficult notion to grasp that they didn't really consider Coils of Bahamut to be 'normal' difficulty

Comparing ARR (the inception of everything) to the game now is just a fruitless endeavour.
