I mean work is a relative statement, as someone who used to spawn S-Ranks on the reg back on the day, because spawn triggers vary so wildly.

Some are super simple (like discard a rail tenderloin anywhere in Lakeland for a chance to pop Tyger) or even entirely automatic (like Croakadile or Laideronnette).

Others border on the utterly obnoxious (like the number of mobs needed to be killed for Ixtab, or the two maps based S-ranks where you're not even guaranteed a spawn even if the window is past maximum - I still remember the one night I emptied half of Primal's servers' market boards of Peisteskin maps in an attempt to spawn Agrippa who'd passed his max window, and yet still was not successful).

But yes, much as we want to be as inclusive as possible with hunts, sadly it looks like going forward it's just going to be a scramble to get a piece of the pie due to inherent limitations of the system. Not really much SE can even do for it either in terms of raising limits, unless you like the idea of going back to the bad old MMO days like Lich King era Dalaran where you needed a high end PC to even move at a reasonable rate while in a large crowd such as things like cities, available housing, and hunts are going to attract.

To be fair a zone queue would be a nice thing though, especially for newbies and casuals who are just trying to do MSQ or some casual gathering and may not participate in or even be aware of hunt culture and then all of a sudden get told out of the blue that they can't enter the zone they were planning on visiting
