The game has no idea what you are doing in any particular zone at any particular time. If you are going solo, obviously the game will put you into a zone without congestion. If you were in a party, the game tries to keep your party together, so if your leader is there ahead of the pack, you most likely get in. Obviously actual results may vary…

There really isn’t anything more that can be done because as you said, assuming a zone queue existed, by the time it pops for you the mob is already dead.

Moreover, this will not be a problem in a month or so when the “gotta have it now” crowd have already gotten whatever it is they want and hunts die down significantly.
