I don't think it's that much higher. I Hasty Hand all my local leves that stop giving decent XP, for example, Steel Rivets at L30. I haven't had a single break while doing this. You may just have to be strictly higher than the level of the recipe.

I feel that this is the case, it's probably 1 level above the synth minimum.

Also, keep in mind that there may be errors/discrepancies in levels on databases like Mooglebox.
