What everyone else is saying is more or less still the norm; tenacity's value is still fairly low for what it is. However, with that being said, it works well enough for the short term, as melding tenacity is perfectly feasible for progression. Normally when going into new savage content, I'll focus a bit more on tenacity at first until I've gotten a good understanding of new mechanics and what to expect in regards to incoming damage. Once I've gotten the ground work of the fights down, I'll change gears and focus more on damage melds. So nothing's changed with tenacity; good for the short term but still not recommended for the long term.
