Unable to download patch files [30413] [25008] [10009]

Hi.
Recently I've had to reinstall my game and now whenever I try to update it I get the error message : " Unable to download patch files [30413] [25008] [10009] "
I've searched everywhere for a solution but nothing seems to work. i've tried:
- Using a VPN
- Deleting a "problematic folder" (4e9a232b)
- Setting the launcher and other .exe's to Window's 7 compatibility mode
- Turn off both Firewall and Anti-virus (Both individually and at the same time)
- Running windows in Safe-mode with networking
- Running the launcher as Administrator.

Sometimes it will download 2GB and then I get the error (Which will cause me to lose half of the progress if not all the progress), some other times i receive that error a few seconds after it starts updating, there seems to be no pattern. I've been having this issue since EW came out (Last major update I had to do)

I really don't want to stop playing the game because I just can't update it so could someone from the staff please help me?

What Platform? (Steam/Windows/Mac etc.)
Error messages received:
Wired or WIFI connection?
Are there other programs being used when running FFXIV?
When the disconnect occurs/How often?
All steps taken to resolve the issue:

Just to confirm, is the .exe folder for FFXIV set to 'Read Only'? (Please be sure to uncheck this option to allow 'Read & Write').
